部門長インタビューvol.3 都市空間事業統括本部 吉田 典明事業統括本部長/Interview with Director General, Vol.3 Noriaki Yoshida, Director General, Urban & Spatial Development Headquarters

日本工営グループが100年企業を目指すために、各部門が長期的にどのように取り組んでいくか。部門長の皆さんにインタビューします。今回は吉田事業統括本部長にお話を伺いました。

―コロナ禍において、都市空間事業にはどんな影響がありましたか?

日本工営はこれまで公共事業を主体に展開してきましたが、都市空間事業は民間企業も顧客となります。都市開発分野において我々は新参者であり、我々がどのような価値を生み出せるのか積極的にアピールする必要があります。
しかし、この約2年間はコロナ禍で対面での打ち合わせが困難となり、新規営業やお客様との密なコミュニケーションに苦労しました。そんな中でも、コロナ禍以前からつながっていた案件は継続して業務を受注することができました。

―都市空間部門がお客様から求められていることはどんなことだと思いますか?

日本工営はグループ全体として考えれば、土木をベースとして、その中に環境や、情報、さらにはエネルギーなどの強みがあるので、そこへ都市空間事業が関わっていける部分はたくさんあります。
特に大都市圏では駅周辺の再開発事業等が複雑化しているので、日本工営グループなら土木と建築の両分野から解決策を提案できると期待をされています。また、地方都市のスマートシティ構想等では、都市空間事業とともにエネルギー事業が保有しているエネルギーの地産地消や効率化のノウハウを提供できます。
いずれにおいても、お客様からのニーズとしてあるのはグループの技術を束ねてワンストップで対応できることであり、今後も我々の強みとして展開していきます。

―2022年7月には玉野総合コンサルタント㈱との組織統合が予定されていますね。

グループ会社の玉野総合コンサルタント㈱(以下、玉野)は、総合まちづくりを得意としており日本工営の都市空間事業にない技術・実績を有しています。しかし我々と目指すところは同じであり、統合は自然な流れです。
玉野は、土地の区画整理事業や権利変換、合意形成を行うマネジメント力は日本で一番です。また、民間のネットワークも持っていますし、玉野の中にも建設コンサルの部隊がありますので、ワンストップでのサービス提供を強化できることも大きな強みになるでしょう。

―2030年までの長期経営戦略において、現時点での展望はいいかがですか?

いくつかのプロジェクトが完成して実績を積み、日本工営の都市空間部門が社会や業界に認知され、日本工営のブランド価値を社会に浸透させたいですね。積極的にチャレンジをして、信頼と実績を作っていきたい。やりがいは大きいですよ。

グローバル展開においては、長期経営戦略の10年間ではまずはアジアですね。ASEAN圏には今後、人口一千万人以上のメガシティが40〜50ほど形成されると言われています。これらの都市づくりに日本工営グループが一体となって携わっていきたいと思います。都市の計画から設計までのコンサル分野だけでなく、エネルギーや日本工営が得意とするMaaSなどのモビリティ関連、さらに建築ではイギリスを拠点とするグループ会社のBDP社があります。日本工営が75年間にわたり築いてきたコンサル海外の実績を活かすとともに、現地法人やグループ会社とも一体となって、新たな市場を開拓していくことが今後の課題であると思います。できれば、現地やBDPにも都市空間から人を派遣してネットワークの構築や実績作りを加速させたいですね。

―人財交流も、早く再開したいですね。

一BDPへ日本から技術者を派遣する話も進めていましたが、コロナの状況も鑑みて断念することになりました。BDPとの人財交流では、アジア展開をめざす中で建築技術を学ぶために、BDPと都市空間の技術者が同じプロジェクトをBIMというプラットフォームの上で進めていくことが数年先には実現していることが理想です。

㈱黒川紀章建築都市設計事務所(以下、黒川)へはすでに人財を派遣し技術交流を行っています。黒川では設計から施工監理までをトータルで学ぶことができ、若手技術者がしっかり技術を身に着けることができています。今後も交流を継続し、さらにグループとしての成長や一体感も大切にしたいです。

―社員の方々に、どんな意識を持って働いてほしいと考えますか?

私はお客様から「日本工営の方々は、社会に貢献する、という言葉をよく使いますね」と言われることが多いです。「社会」というキーワードが社員に浸透していることは、本当に誇れることです。私は公共事業に長く関わってきたので、「自分の給料は税金から出ている」という意識がずっとありました。仕事をするときには「そこを使う人、生活する人にどんな価値を提供できるか」を常に考えます。この意識を持っているかどうかで、仕事の品質は大きく変わると思います。仕事をする上では大変なこともありますが、この気持ちを持っていれば、頑張れるのではないでしょうか。

私は日本工営が大好きです。日本工営には、社会に貢献する業務の中で自身の技術力の向上や人間としても成長できる環境があります。また、若手でも「こういう仕事に挑戦したい」と思いを伝えれば任せてもらえる社風なんです。このような基盤を作ってくれた先人には感謝しています。一緒に頑張りましょう。

Interview with Director General, Vol.3 Noriaki Yoshida, Director General, Urban & Spatial Development Headquarters

What will each division do in the long term to further Nippon Koei Group’s aim of becoming a 100-year company? To find out, we interview the Directors General. This time, we talked to Noriaki Yoshida, Director General of the Urban & Spatial Development Headquarters.

What impact has the COVID-19 pandemic had on the Urban & Spatial Development Business?

Up to now Nippon Koei has mainly conducted public works projects, but the customers of the Urban & Spatial Development Business also include private-sector companies. We are a new entrant in the urban development field, so we need to be proactive in demonstrating what kind of value we can create.

However, over the past two years or so, it has been difficult to hold face-to-face meetings due to the pandemic, so we have struggled to approach potential customers and to have close communication with customers. Even so, on projects that started before the pandemic, we have succeeded in continuously receiving orders for our services.

What kind of things do you think customers require from the Urban & Spatial Development Business?

From the viewpoint of the Nippon Koei Group as a whole, with civil engineering as the basis, our strengths include fields such as the environment, information, and energy, so there are many aspects that the Urban & Spatial Development Business can get involved in.

In particular, now that projects such as redevelopment around stations in large cities are becoming more complex, the Nippon Koei Group is expected to be able to propose solutions from the perspectives of both the civil engineering and architecture fields. Regarding smart city concepts for local cities, together with the Urban & Spatial Development Business, we can offer the expertise of our Energy Business on local production and consumption of energy and on improvement of energy efficiency.

In both cases, what customers will require from us is the ability to be a one-stop service provider bringing together all of the Group’s technologies.

We hear that an organizational integration is planned with Tamano Consultants for July 2022.

The Group company Tamano Consultants Co., Ltd. (“Tamano”), which specializes in comprehensive urban development, possesses technologies and a track record that we do not have in our Urban & Spatial Development Business. However, we have the same goals as Tamano, so this integration is a natural development.

Tamano has the best management capabilities in Japan when it comes to land readjustment projects, land rights exchange, and consensus building. It also has a private-sector network and, because there is a team of construction consultants inside Tamano, the potential to enhance our capability as a one-stop service provider will also be a great strength.

What is the current outlook regarding the Long-Term Management Strategy up to 2030?

We hope to have completed several projects and achieved results, and we aim for Nippon Koei’s Urban & Spatial Development Business to be well known across society and industry and the value of the Nippon Koei brand widely recognized by society. We want to continue proactively taking up challenges and building up further trust and achievements. We are highly motivated.

Regarding our global development, our first target over the 10 years of the Long-Term Management Strategy is Asia. It is said that 40 to 50 megacities with populations of 10 million people or more will be formed in the ASEAN region. The entire Nippon Koei Group wants to be involved in the development of these cities. We will aim to take part not only in consulting from planning to design but also in the energy field and mobility, particularly through MaaS, in which we specialize. In the architecture field we have the Group company BDP based in the UK. Our future task is to leverage the overseas consulting achievements we have built over 75 years and work closely together with our Group companies based overseas to open up new markets. If possible, we would like to dispatch staff members from Urban & Spatial Development to BDP and other group companies to accelerate network and track-record building.

You must also want to restart personnel exchanges as soon as possible.

Negotiations were underway to send engineers from Japan to BDP, but we had to abandon this due to the pandemic. Regarding personnel exchange with BDP, in order to enable staff to learn architectural technologies for our planned expansion into Asia, it would be ideal if, in a few years’ time, our urban and spatial development engineers could work on the same projects with their counterparts in BDP on a BIM platform.

We have already dispatched staff members to Kisho Kurokawa Architect & Associates (“Kurokawa”) for technology exchange. At Kurokawa, young engineers can learn everything from design to construction supervision, enabling them to acquire all the skills they need. Going forward, we want to continue personnel exchange to promote our growth and integration as a group.

What do you want to tell your team members?

On many occasions I have heard customers say that staff members of Nippon Koei often use the words “contribute to society.” I feel very proud that the keyword “society” has taken root in the awareness of our staff. Since I have been involved in public works projects for so many years, I have long been aware that my wages come from people’s taxes. During my work I am constantly thinking “what kind of value can we provide to the people who use these facilities and the people who live here?” I think the quality of our work depends on whether we have that awareness. Everyone faces difficulties in the course of their work, but as long as they have these feelings I think they will be able to do their best.

I love Nippon Koei. It is a company that provides an environment where one can improve one’s technical capabilities and grow as a person while doing work that contributes to society. We have a corporate culture that allows young staff members to take on a challenge if they express the desire to do so. I feel grateful to our predecessors who created these foundations. Let’s all do our best together.
